Build the Agent Loop

Write project instructions for Cursor or Claude Code that state the kernel version, allowed files, standard commands, evidence rules, work-list format, and assumptions the agent must not make.

Build a loop that can stop and resume, chooses ready tasks, checks evidence, edits code, runs checks, starts Sashiko, optionally starts hardware tests only after checks pass, and sends every later code change through all checks again.
