It is only different. The Evals layer replaces opinion with a verdict. Before the prompt is written and before a knowledge source is indexed, the team writes down the customer messages that matter, the rule a good reply must satisfy for each of them, and the failure that would make the reply a bad one. From that moment "better" has a number, and every later layer in this Playbook refers back to it as evidence. What is this layer about? Writing a suite of test cases into a shared workbook, running the agent against it, comparing the model's verdict on each reply with a human's, and letting that comparison decide what to change next — the criteria, the agent, or, last of all, the model. Who does the work? The person who owns the agent writes the cases and the human verdicts. A subject-matter expert from the client side checks the pass criteria against the current policy. Nobody grades their own prompt change without a second pair of eyes on the disagreements. Understanding what an eval is An eval is one test case for an agent: a fixed customer message, a written rule for what a good reply must do, and a verdict on the reply the agent actually gave. A set of such cases is a suite. Running the suite is how you find out whether a change made the agent better. Not every check needs a model, and not every check can be done by one. Error analysis When both the verdicts disagree, the problem is the criteria, not the agent: either the reply was acceptable and the criteria failed it, or the criteria never named the failure that occurred. When both verdicts are FAIL, the agent really did the wrong thing, and what gets edited is the part of the agent that case was testing — the system prompt, a skill, a tool, a knowledge source, a grader or a policy. Grouping the failures by Suite and routing each one to the part that must change is mechanical enough to delegate. The prompt below does it, using your Human reasoning as the only evidence it is allowed to draw on. Do error analysis on an eval iteration and propose the changes. It has read the public internet and nothing else, so it does not know your client's refund window, today's balance on an account, or that the price list changed last Tuesday. The Data layer decides, requirement by requirement, what the agent is allowed to know and where that knowledge comes from. Some facts belong in a document the agent searches. Some are only true at this moment and must be fetched from the system that owns them. A few are rules that hold in every conversation and belong in the prompt itself. Sorting the requirements into these kinds before anything is built is what stops the agent from closing a gap from memory. What is this layer about? Classifying every fact and rule in the specification into one of four kinds of data, preparing the knowledge sources and integrations each kind needs, and confirming — before the agent exists — that the sources are indexed, described precisely and reachable in every environment they will run in. Who does the work? The solution architect sorts the requirements. The client's document owners supply and version the source files. Whoever administers the target systems sets up the integrations and chooses how the agent authenticates. Understanding the four kinds of data Take the specification line by line. Every statement the agent must be able to make falls into exactly one row of the table below, and the row decides where it will live. A tariff grid pasted into a PDF looks like knowledge, but retrieval returns fragments of it, and the model then does arithmetic on a fragment. Anything the agent must look up by key or compute from a table is a call, even when the table is small enough to fit in a document. Understanding retrieval When a knowledge source is attached, the agent does not read the whole document at question time. The source is broken into chunks at indexing, each chunk is scored against the incoming message, and only the highest-scoring chunks reach the model. This is retrieval-augmented generation, and it is what keeps the agent's answers grounded in the client's actual text rather than in the model's memory. It also has two consequences for how sources are prepared. The first is that the agent decides whether to search a source from that source's description, before it has read a single chunk. The description is therefore an instruction to the agent, not a label for a filing cabinet. "Refund and dispute policy for retail card payments; use for any question about getting money back" retrieves; "Policies v3" does not. The more precisely the description says what the source contains and when to use it, the more accurately the agent decides to reach for it. The second is that only the top-scoring chunks arrive, so an answer split across two distant sections of a document may reach the model incomplete. Keep one topic per document where you can. And leave keyword boosting on — it is the default — so that chunks containing the customer's exact terms outrank paraphrases; it matters most for product names, codes and fee names, where exact terminology decides whether the right chunk wins. Preparing the knowledge sources A knowledge source is a named, indexed collection of files with a description. The source type today is a file — PDF, text, Markdown, JSON, Word or PowerPoint — and there is no scheduled synchronisation with a website. If the client's truth lives on a web page, someone exports it, and someone owns re-exporting it when it changes. That ownership is the first thing to settle. One source per owner, not per agent. The team that owns the refund policy owns the refund source. When their policy changes, one source is re-uploaded and every agent attached to it sees the change; a copy of the policy inside each agent's own source is three places to forget. Only a ready source counts. A source moves through Draft, Indexing and Ready, and only the last of these is searched. Uploading a new file drops the source back to Draft until it is indexed again, and an agent attached to a source in Draft answers as if the source were empty — confidently, from memory. The description names the source's neighbour. Two sources with overlapping descriptions are searched at random. Each description should say what the source is not for as clearly as what it is for. Strip what the agent must never repeat. Internal comments, staff-only instructions and personal data in a source become candidate answers. The PII policy in 05. AI Governance Layer protects the payload; it does not clean the document. Citations stay on. A cited answer is traceable to a chunk. When the suite in 01. AI Evals Layer flags a wrong answer, the citation tells you which source is stale. Connecting the systems Values that are true only now come from the system that owns them, and the agent reaches that system through an integration. Two protocols are available, and the choice is made per system rather than per agent: where the service exposes a Model Context Protocol endpoint, its tools are discovered automatically; where it is a plain REST API, each tool endpoint is defined by hand. Each decision looked harmless on its own; together they produce an agent that follows most rules most of the time, which in production is the same as following none of them. The Agent layer is about placement. This chapter walks through the decisions that turn a specification and a set of ready sources into an agent nobody has tuned yet, but that already knows where every rule lives. What is this layer about? Writing the job in one sentence, sorting rules into their homes, structuring the system prompt in the order a model reads best, choosing and describing tools so that a human could not confuse them, packaging multi-step procedures as skills, attaching the sources prepared in Layer 02, and publishing to a sandbox so the suite from Layer 01 has something real to run against. Three weeks later a customer complains, and nobody can say when the agent started behaving differently, whether it is slower or merely wrong, or which of the four changes shipped since launch is responsible. The Observability layer is about noticing. Every run, every tool call and every unit of usage is already recorded; the work here is knowing which of those numbers to read first, what each one can and cannot tell you. What is this layer about? Reading the agent's metrics correctly: what each value measures, what movement in it means, and how to get from a number on the panel to a specific trace. It gives particular attention to latency percentiles, because they are the values most often misread, and it closes by turning an observed baseline into an automated check in the evaluation suite. Who does the work? Whoever owns the agent after launch reads the panel weekly and records the baseline. The person on rotation reads the completion rate daily. Anyone shipping a change to the prompt, tools or model checks the panel the next morning against the hour of the deployment. Understanding every number on the panel Every value on the panel is calculated only from the runs that fall inside the reporting period selected for it. The reference below is meant to be returned to; the tips that follow it are meant to be remembered. This is the headline health indicator for the agent and the first value to read when you open the panel. A fall of more than a few percentage points against your baseline, or a value that declines slightly on each of several consecutive days, is the signal to move from the panel to individual traces. Latency values p50, p90, p99 The distribution of run durations in the period. Documented in full in the Understanding latency section below, which also explains why the panel reports no average. — Cost per unit of work Avg AI Actions The average number of AI Actions consumed by 1 run in the period. A value that rises while Sessions Served stays flat means each task has become more expensive, which normally follows a change to the prompt, the tool set, or the model. Tool Calls The total number of tool calls made in the period across all runs. — Calls per conversation Not displayed on the panel. It is calculated manually as Tool Calls ÷ Sessions Served, using the same period for both values. A value above twice your documented baseline requires investigation, and a value around 8 means that a step is being repeated inside the run. Charts over time Sessions over time Sessions Served for each time bucket in the period. A line that stays flat through the working day means the agent is not being reached during the hours when its users are active. AI Actions over time Total AI Actions for each time bucket. It shows where consumption concentrates within the period. A spike that cannot be explained by a corresponding rise in the Sessions over time chart indicates that runs became more expensive rather than more numerous. Run Completion Rate over time The completion rate for each time bucket. Its purpose is to place a failure on a clock, so that the hour of the change can be compared against the deployment history. A step down that begins at 1 specific hour and does not recover is the signature of a configuration or release change rather than an intermittent fault. Usage trends & spikes AI Actions over a longer window than the main charts. Dragging across a region drills into a shorter period. — Cost control AI Actions Budget The hourly, daily and monthly guardrails configured for this specific agent. — Burn rate The current pace of AI Actions consumption, together with the projected point at which the daily and monthly windows will be exhausted. — Top runs by AI Actions The most expensive runs in the period, together with their Duration, Calls and AI Actions. A single run that sits far above all the others is almost always a loop and should be investigated first. Best practice tip Read the panel in a fixed order every time: the completion rate first, then the average cost per run against the number of sessions, then the most expensive runs. The first tells you whether something is wrong, the second whether it is getting more expensive, and the third hands you the trace to open. Everything else on the panel is context for those three. Understanding latency Latency is the time between the moment a user's request reaches the agent and the moment the agent's answer is returned. It is measured in seconds and covers the entire run: model calls, tool calls, retrieval, and any time spent waiting for an external system to respond. The panel reports it as three percentile values — p50, p90 and p99 — and never as an average. The reason is worth a small example. Real-world example: why an average misleads Consider a period that contains 10 runs, sorted from the fastest to the slowest: 10 runs, sorted by duration: 2s 3s 3s 4s 4s 5s 6s 9s 20s 95s The arithmetic average of these ten runs is 15.1 seconds — slower than eight of the ten runs that actually took place. A single 95-second run is enough to move the average to a value that no real user experienced. Percentiles avoid that trap by describing positions in the sorted list rather than a sum. How a percentile is defined A percentile is a position in the list of all runs in the period, after that list has been sorted from fastest to slowest. p50 is the run that sits in the middle of the list. Half of all runs completed faster than this value, and half of them completed more slowly. In the example above, p50 is 4s. p90 is the run that sits 9/10 of the way along the list. 9 runs out of every 10 completed faster than this value, and 1 run in 10 was slower. In the example above, p90 is 20s. p99 is the run that sits 99/100 of the way along the list. Only 1 run in every 100 was slower than this value. In the example above p99 cannot be established at all, because a period must contain approximately 100 runs before the slowest hundredth of that period exists as a measurable group. What each value is for Value What it describes How to use it p50 The wait experienced by a typical user under normal conditions. It is the reference point for everyday performance and the value against which all later changes are compared. Use it to answer the question of whether the agent is responsive for the majority of the people who use it. p90 A wait that is noticeably slow but still occurs regularly, since 1 user in every 10 experiences this duration or worse. Use it as the basis for any commitment you make to the business and for any timeout or time cap you configure. p99 The longest wait that occurs in practice, affecting 1 user in every 100. In voice channels this is the duration at which a caller is likely to end the call before receiving an answer. Use it to understand how severe the experience becomes when the agent behaves badly, and to decide whether that severity is acceptable. Rules for working with latency values Establish the reporting period before interpreting anything. All three percentiles are calculated only from the runs in the selected period, and a quoted percentile without its period is not a number. Read p50 and p99 together, never alone. p50 says what most users receive and nothing about how bad the failures are; p99 says how bad the worst realistic case is and nothing about how common it is. Each on its own conceals half of the situation. Base external commitments on p90, not p50. A response-time promise set at the median is, by definition, missed for half of all traffic. A promise based on p90 with a small allowance is one the agent can keep consistently. Report each channel separately. Voice, chat and email have materially different normal response times because of the systems behind them. Combined into a single percentile, they describe no real population of users and cannot support a decision. Ignore percentiles when the period holds fewer than about thirty runs. In a period of ten runs, p90 and p99 are computed from the same single run, and the values describe that one run rather than any pattern. Compare against your own baseline, not an absolute target. There is no universally acceptable latency figure; what is acceptable depends on the channel, the task and the user's expectations. Record p50 and p90 for each channel over one ordinary week, write those numbers down, and treat them as the reference against which all later movement is judged. Diagnosing a change in a latency value Observation Probable cause Recommended action p50 has approximately doubled against the baseline. The entire run has become slower, which normally indicates that a step was added to the agent's logic or that a heavier model is now in use. Identify the hour of the change on the Run Completion Rate over time chart and compare that hour against the deployment history. p99 exceeds p50 by more than 3×. The majority of runs are performing normally while a small number perform very poorly, which is characteristic of retry loops, repeated steps, or a single slow dependency. Open the slowest runs listed in Top runs by AI Actions and examine the timing of each call within the trace. Note that the relevant runs are the slow ones, not the failed ones. p99 is rising while p50 remains stable. Degradation has begun at the edge of the distribution and has not yet reached the majority of traffic, but it will do so if the underlying cause is not addressed. Treat this as the earliest available warning and investigate immediately, before the effect becomes visible to the median user. p90 and p99 report the same value. The period does not contain enough runs for the 2 percentiles to resolve to different positions in the sorted list. Widen the reporting period and read the values again. 1 channel is slow while the others remain normal. The cause lies in the dependency serving that channel rather than in the agent configuration, which is shared across channels. Open a trace originating from the affected channel and record the duration of each individual call within it. All 3 values are within baseline, yet users continue to complain. The agent is responding quickly and incorrectly. Latency measures the speed of a response and provides no information about its correctness. Move the investigation to the evaluation suite, described in 01. AI Evals Layer. Closing the loop with the evaluation layer Once a channel has a stable p90, that value plus a small allowance becomes the Latency budget grader on the corresponding cases in the suite from 01. AI Evals Layer. From then on a regression in response time is caught during evaluation rather than reported by a customer. The same handover applies to cost: the average usage per run over the baseline week becomes the Cost budget grader, and a prompt change that quietly makes the agent more expensive fails the suite before it ships. The same baseline numbers are what size the usage caps in 05. AI Governance Layer, so that a cap is a number rather than a guess. Final Takeaways Every number on the panel is true only for its reporting period and only in comparison with a baseline you wrote down yourself. Read the completion rate first, cost per run second, the most expensive trace third. Treat latency as three positions in a sorted list rather than one average, base every promise on p90, and remember that a fast answer can still be a wrong one — that question goes back to the suite. Then close the loop: turn the baseline you observed into latency and cost graders, so the next regression is caught by a test and not by a customer. You can now see what the agent does. A slightly long reply, a missing citation, an unnecessary question — these are tuning problems, and the suite will catch them. For a small number of rules it is not enough. A refund promised that cannot be honoured. A national ID sent to a third-party model. An action tool called twice. A loop that spends the month's budget before nine in the morning. These are risks the business cannot leave to the model's judgement, however good that judgement usually is. The Governance layer takes those risks out of the model's hands. Controls that run outside the model intercept a request, a reply or a tool call and either record what would have happened or stop it. This chapter is about choosing which risks earn a control, configuring each control so that it protects rather than merely slows, and — the discipline that separates a governed agent from a restricted one. What is this layer about? The five controls available, what each intercepts and where its results are read; the three enforcement modes and the evidence required to move between them; the settings inside each control that most often go wrong; and the path a change takes from sandbox to production without bypassing any of it. Who does the work? The agent owner proposes the controls from the risks in the specification. The client's compliance or operations owner approves the scope and names the approver role. Understanding the three enforcement modes Every policy carries the same three-way setting, and the setting decides what happens on a match. Mode On a match Use it when Disabled Nothing. The policy exists but is ignored at runtime. You need a policy switched off temporarily without losing its configuration. Observe A decision is written to the log with the rule that matched and its severity. The agent continues; nothing is paused, blocked or rewritten. Every new policy, from the day it is created until the decision log shows it matches only what you meant.
